"Keeping the Promise:
A Study of the Massachusetts Child Care Voucher Study"

The study includes multiple methodologies: an economic analysis; a random sample of child care centers (they followed over 3000 vouchers for a year); case studies of families; surveys of families; case studies of centers that accept vouchers; case studies of family child care homes that accept vouchers; surveys of all resource and referral agencies in the state; and case studies of three resource and referral agencies.
